Internet Explorer 8 Toolbars

I tried to install 17 toolbars in Internet Explorer 8, but it looks like it only allows 16 to be displayed. It shows all the toolbars in the Manage Add-ons window, but only the first 16 installed appear in the Toolbars menu. Weird.
